Hay Street is considered a major east - west avenue and an important pedestrian thoroughfare. The City previously has upgraded other sections of Hay Street in the central and the eastern part of the city and the western section is now considered a priority for staged improvement within next five years. It is intended to improve the streetscape of Hay Street in the western part of the city as it is well used by pedestrians but lacks identity, pedestrian amenity and is heavily vehicle oriented.
